a shoutbox on here would be like.. standing in moradon having all chats open and trying to talk with your clan.
Besides that, forums would be down 24/7 due to it.

I once had a shoutbox on my Unreal Vbb forums with smileys, OH MY GOD, worst idea ever.
Shoutboxes are bugged, you can infinite shout, have macro's who keep spamming the submit button ect.. Your forums will go down in seconds.
