If it really gets that excessive you could mute them from shoutbox for 24hr. No big deal

Will bring the flame to buisness , its not enough people troll here 24/7 , they will also troll on the shoutbox and considering how not all of the mods are online 24/7.
People will like talk shit and suddently someone out of no never will disagree with something and then boomya flame war.
Horrible idea in my opinion, in addition people will be spamming most of the time their items that they sell, and look how many servers there are.
It will start not only as a flame war but as a spam war aswell.

Think if there are more then 10 servers which people play , then people will just keep just spamming there sells on the shoutbox which will be a spam war cause everyone wants the attention.
And yes flame war will be annoying if it will keep people in the forum just chatting to each other non stop.

and the requirment to post in shoutbox should be a normal amount of post count(like 50 or something)

as I said all you need to do is :
-Add 2-3people active moderators for the shoutbox so they can make sure there is no spammers/flame wars.
-Minimum posts to post in shoutbox ->50.
