[Forum] Flood filter for pm's

Currently the flood filter is set for 60 seconds , I was hoping that this maybe could be reduced or possible removed for the VIP group , because when I am answering the many pm's I still get about forum issues , I am having to keep waiting for the flood timer to expire before responding to each pm.

For topics I think the 60 second filter is perfectly fine , just the pm's that need to be shortend.

I think the 60sec pm filer should be reduced for everyone other then newly registered accounts.
