    Off-topic forum could be considered a "spam" forum.

    An admin could potentially move it towards the top as it doesn't get much attention currently.

    A spam forum does not need subforums.
    The current off-topic section is more like a current events / news forum right now.

    It's whatever the forum makes of it. If you want to make it to into spam, like we once did in the past, then use it as such.
