Unless you know some people there, i wouldnt suggest starting out there because its one of the oldest server... But if your a pvp'r its the best server to be on the best pvp'rs on English realms are on Stormscale, just need Grammarpolice to move there then you got all the best pvp'rs in EU wow there =) but if you wanna PvE you should start out on Kazzak or something.. Dunno much bout ally PvE progress on Storm though, only know horde PvE on SC aint doing that great ppl more into PvP there..
