True till you get lvl 19/29/39/.. weaps the max lvl for each BG( talking bout Blue items mostly ).
i think lvl 19 items are the best. i sold Feet of the lynx a few days ago for 35g ( had to split it with soultaker :P)
You just need to be lucky
btw feets dropped at normal mobs
