Shaman(DW)-- WF/WF or WF/FB ?

I've got 2 Weaps. Both with 1.8 speed.

I've been told that WF has been nerfed to 3secs CD so it wont have any use to put it on both weaps.
So i better use WF and FB.
Any1 know if this is true ?

what people are doing now is getting a fast main hand mace/axe and the slowest possible offhand they can find (3.60 or so) with this you can still have WF/WF and have it proc because of the 3 sec hit difference
