Need Help with photo

could some1 make this photo smaller without ruining it. Coz I tryed to make it smaller but than it look realy bad. So can some1 make it much much smaller, but keep the photo nice (paint sux tho >.<)

im using adobe photoshop elements 6.0.. all you do is make new file, set it to size you want say 60x63. then paste the image and drag the bottom right corner of the image to match that of the canvas
and i attempted at removing the red eye.. so i used the red eye removal tool lol,
