How to edit target ring?

well i was just checking out some awsome pk videos when something caught in the corner of my eye!
I was watching this pk video when i saw the target ring around characters when you click them.
I was just wondering how can i change my target ring and were are some places i can find some to choose from.
if possible i would like this same one in this video, the white superman symbol
