Rebirth Upgrading Question

I am wondering what the % of it going and will it change the higher up you go.

K2 claims that the % of success remains constant, no matter which + the rebirth is, from personal experience I would say its about 30% normally per upgrade, and around 70% with the tears.

k2 claims the same % with rebirth higher with tears, anything above a +5 rebirth is damn good.
