    <div align="center">PayPal And Charge Backs
Two common reasons for reversals or chargebacks are:

    • A buyer&#39;s credit card number is stolen and used fraudulently

    • A buyer makes a purchase, but believes that the seller failed to fulfill their side of the agreement (e.g. did not ship the item, shipped an item that was very different from the seller&#39;s description, or the item was damaged when the buyer received it).

How to charge back if you are a victim of fraud /scamming

    1. go the website of what you signed up for and find somewhere it says contact and call them.

2.do to going through paypal you must dispute it with paypal first what you do is :
    sign in
recent transaction find the number of the item you purchased there will always be a processing number.
go to paypal dispute and fill out a dispute form you may also call paypal with your information and do it. if that does not work you then fight it with your credit card/ bank card by filling out the form from your card company and you can attach a copy of paypal dispute to it. you are actually fighting paypal through your card company due to them being the ones who transfered the money. one of these options will get your money back this has happened in the past to me with subscription services.

to contact paypal by phone go to paypal site and on bottom click contact then contact by phone. you then have to sign in and they will give you a caller pin number this is so they know you are the owner of the account calling paypal is the best and quickest way!!

What if they don&#39;t have the money?
There is very little you can do to prevent a charge back, it doesn&#39;t matter if the money is in you paypal or not... if the user you are charging back from does not have the money in his paypal, the the paypal company will take the money from the users bank account. I say this because lately i have been going over a lot of posts in market section saying that the person would have to wait 2-3 days until the money is in the sellers bank account, this does not, i repeat... this does NOT prevent a charge back it is only a waste of time on the buyers side.If the victim who is trying to charge back cannot receive the money from the scammer then PayPal is legally obligated to pay you back the money.
