I don't know about him being a scammer in RuneScape, but he was one of the original NH crew, or atleast made it popular. He like started the whole NH movement and DI had like bounties on him and everything. They hunted him everytime he went into wildy, and they hated his guts for luring their members into the agil course.

He was a horrible person, always praying 1v1, always bringing flowers to X out at axe hut, and it was near impossible to kill his crew, because they ran if they didn't out number you or lure you somewhere.
