Naruto Senju Clan question

Senju clan was the creator and owner of Konoha

Uchiha were the ones who held peace inside the village (kinda like cops)

eh no...senju and uchiha both created konoha, but the fire country owned konoha...but they both realized only 1 PERSON could be leader of the village so in the end the leaders of the fire country(where they built the village and who they were cooperating with for the village) decided they wanted the 1st as the hokage...as such to prevent a rebellion from the uchiha the 1st gave the uchiha the job of the police force so that they would feel they had a crucial part to the running of konoha and would therefore not feel like they got cheated, but it didnt really work and they felt cheated anyway

I thought most People in Konoha where a part of Senju cuz they got Konoha..

without Uchiha and so on
