How to make pixel art for Flash games?

Hi everyone, I'm a budding game developer from Sweden, and it has always been my goal to make a conceptual Flash game called spark game that is playable on browsers. I have 40% of the Flash game made, but I am having issues with my sprites. My game makes use of pixel-like art (to give it a retro look) and I use Flash's built in art tools for this; however, I feel Flash's workspace is very limited (for a beginner, at least) when it comes to making impressive looking graphics. Can you suggest a tool I can use for making pixel art for Flash games? All sorts of help are appreciated!
