Some people claim that non high class items fail more often than high class (i.e. spike hits 100), and some people claim they have tested it and saw no difference.
Personally I've never noticed a difference, but I've never actually done extensive testing. I would just go for whichever has higher AP, or test it for yourself
I also have not seen any difference between shard +8 and cleaver +9 in terms of "failing". If the cleaver is an option, I usually go for that (higher AP and elem damage)
I think if you have both Cleaver +9 and Shard +8, you end up having the same AP as with dual Cleaver +9. At least it used to be that way. Also, there's the aforementioned urban legend about Cleaver +9 failing more than Shard +8, but there's no actual evidence which would prove it. It also sounds just as stupid as the Turkish urban legend about looting coins affecting your drop rate.
It goes pretty much like this:
Do you have any plans of upgrading your weapon in the future? If yes, go for shard. You can always reverse the shard and try get more out of it.
Which one is cheaper? The cheaper option is most likely better unless you're not trying to make money by reselling your items.

shard all the way, shard has 101 AP and 80 poision, cleaver has 102 with 90. but for the looks i'd take shard anyday, fuck cleaver, if itwas between MD9 and shard 8 i'd say md9
Also, u have to think about resell value. A cleaver+9 is very hard to sell compare to a +8shard.
cleaver is good but that items is low and damage in this a large span but in shard damage is permanent that items in high class items damage is permanentdamage is permanentdamage is permanent
