As it hasnt spread to other servers the most possible thing that happened was someone hacking the DB/ found a bug/loaned a GM acc, making 9999 powders and then flooding the server with them, would explain why people sell them at amounts of 20-30 - trying to resell and make a profit after buying some stacks.
