stipends are for montly np's aka Leader Points. It should be resetted every month, so theoretically, at the 2nd day of the month, if someone has 10k nps at the right side and this is the maximum, he should get the dragon.
So i think it has nothing to do with the total nps u got, only the golden border has something to do with the total nps (i think top 10 but i'm not sure).

I am talking about PERMANENT stipends , the ones with the yellow line all arround[/b]

oh that's what it is? coz i got the blue S with the yellow line.. i thought that you get the 'S' for the monthly and the yellow line for the total nps. So in order to change my 'S' i need to gain more nps overall and not just monthly?
