Redoing skill bar

Hey, im not exactly sure if this is a problem that everyone faces or if im doing something wrong but every time I log in, my skill bars are blank and I have to redo every single one of them..its annoying.

Can anyone tell me how to keep my skills locked in? Thanks! ^_^ .

gates will not save that..

..btw: did reskill when FD came out..so then need to redo 3 of 4 skillbars..then did master quest so i need redo it ALL .. except pots
