Is there some new high lvl monsters that drop weapons like this?

In the old days they could drop, but also be given from GM's when you got hacked etc (as a replacement, in this case someone maybe lost toto +8/80) Dunno if they still do that tho

only ones that i know capable of doing so are Balrogs, they did that for warrior impacts a while back.. saw a few rare +8/64s so that's what i would guess.
