with one VE from one bank you can use it to make internet purchase
with VE from other bank you cannot do it
so its not the matter of a card but the bank, if them allow you to use it via internet or not.

Not true, Visa Electron cards are for electronic use. The only thing that limits wether you can use a visa electron online is if the site itself actually accepts it.
Being from the UK myself, and i have a Lloyds TSB "Visa Debit" card which is usable for Chip & Pin procedures.
Visa electon = Cards to withdraw money only..these canot be registered on the internet with paypal etc.
Sorry, you need a Debit card, not a Cash machine card.
Thats funny, because my Visa Electron can be used at cash machines, chip and pin points, internet, over the phone, ect...
What you have is a cash-point card not a credit or debit card Mike.
@OP - unless it states for cashpoints only, you should be able to use it.
