how can u open char efect files? which program ?

As far as i know, its not possible, the files are server side, and the coding to make the files work are client side. Unless the new files are uploaded to k2's servers, then theres no way of doing it.

ok files are encrypted probally and guess what i know there is a tbl editor somewhere so u may be able to start sumtin wit dat

I could be wrong, but i don't think the tbl files apply to the characters themselves. (Just my own thought, no evidence of it)
