need help re-installing steam pl0x

Help With Re-installing
Ive been trying for hours just to re-install steam.
I think that I might have screwed it up by deleting all steam files but when i go to Add or Remove programs it wont let me it says : Error 1316. A network error occurred while attempting to read from file C:\\WINDOWS\Installer\steam.msi. Ive tried using Windows Installer Clean Up but it wont delete it. It would be great for some help because i suck with computers kind of but anyways any help is appreciated.

download another steam installer..

Just go into search and type counterstrike and delete all files associated with it, then reinstall and it should work fine.
