U can go higher than+21 rebirth.

Rebirth items can be upgraded with the [Rebirth Item Upgrade Scroll] that are sold by Moradon's Charon. The [Karibudi's Tear] can also increase the probabilities of success by 2 to 3 times.

only way we'll find out for sure is for someone to buy some +10 high class item (probably from a turk), put on sunglasses, rebirth it, then take it to the anvil

Normal players can upgrade items up to +21 rebirth and gms can upgrade them up to +30.
GM's can also rebirth items that normally cannot be rebirthed.
