Are Stilettos+8 droping?

Normal upgrade scrolls have ALWAYS been 0% to +6 or further . they only goes up to +5, further is 0% .
Idk about cursed upgrade scrolls, as far as I remember they were only used for quests .

then u are wrong, cursed were used for upgrade. UPGRADE SCROLLS (middle ones) could be used up to +10, of course the chance for +8 were probably 0% but there were no restrictions.

i know what i am talking about.. i was a cheap bastard and i was using upgrade scrolls instead of BUSes.. I regret that
