Here's a site I found quick one by google. I'm not sure if your limited to cable connections but here's a full rundown for Cable ISP's around Washington (I think)

    http://www.ezisp.info/high-speed/cable-internet.html

I can't say much about the others but Earthlink and Comcast are names which ring a bell (Comcast is one of the ones I'm sure is good)

I'd recommend reading reviews / ratings of the ISP's if you consider changing for know problems etc

Wait for the outcome with Cox first however, it could just be a simple problem of they need to lower their transmissions speeds as your lines might not be able to handle it or could be faulty and need replacing.

Post here if you need further info I'll try and help. I'm not much of a specialist in IT just more of a jack of all trades. I don't know much about Cable internet I deal more with ADSL.

EDIT : Here's a better site : http://washington-dc.theispguide.com/ it gives youa full rating of the best ones (top-left)

I used to have the same problem.. one day I decided to call up my ISP they called in a technican for free. They came to my house replaced my modem for free and checked the cabling throughout my house. It turned out i was using a out dated modem and ever since then i havent had any connection issues. Good luck!

I'll try but I'm playing blind without working to what you have

What's the exact model. Most of the Motorolas seem to be "surfboard SMG/SM1000/SM150, etc"

Rather than replace it, have you got any friends with cable modem you could borrow to test with

OR , try calling your ISP, sometimes they upgrade em for free. Mine did

EDIT - If not, they may be willing to modify your rental package slightly each month in installments for a new router.

I'd get them to do their diagmnostics first and see the results after that. If still shit after their tests / repair I'd change router or ISP

I had the same problem for over 1 year about some months ago. Nothing worked, and i had a deed with my ISP that I have to stay at least 1 year. after the 1 year i changed my ISP and never faced dc problems anymore.
