600mb is the communication speed between you and your isp the 500kb/s is a cap put on probably by the file host in order to reduce lag on the hosts server side.
7 Mb = 0.875 MB
so basically you should be able to get speeds around 875 kb/sec when you're downloading.
but a lot depends on where you're downloading from.

You have a 7Mbits connection.
8Mbits = 1MB
However, due to many factors as well as the distance from the next server, and and and. You lose, depending on the connection type, cabels used and others, a lot of your bandwith. Hence for you "only" getting 500kb/s, 600-650kb/s is probably the max you'll go up to. You, however, can give your provider a call and ask for a profile increasement due to the huge distance or other factors and get another 50-100kb/s out of the line.
I have a 6mb connection and I download at around 700kb/sev average, been known to get 1.5mb/sec o.O

And ur download speed depends on many factors besides ur "speed" that its stated in ur contract. Depends where you are downloading from, and your company maybe guarantees you a minimum % of your total speed purchased. Here in Peru "Timofonica" guarantees us only the 10% of the speed contracted.
