that is a reward for the quest that involves killing Houndmaster Locksley, Herod, Highcommander Mograine and Highpriestess Whitemane. The drop from SM Armory (weapon wise) is an axe - Ravager.
WhirlWind > Ravager i dont even know why some warriors even use the Ravager :huh:
