I originally had plans to make BF rings mage only cuz of the elemental being pretty OP for melees, but now I'm debating rather or not to keep it mage only or allow all classes to use >_>.

I'm afraid if they aren't mage only, they're going to make ROL etc useless, and I don't want that.

It's implemented here a bit differently to my original patch for it, so you should find elemental dmg of different types don't stack. I'm guessing that's part of the reason why it's so OP there.
Conversely though, it also means that it only cares about the 2 highest stacking elemental types, anything else is flat out ignored. I really hate 1.298.
